Zairyu Shinsei Online System (在留申請オンラインシステム) — Who Needs a My Number Card to Register
The short version
- 🔴 Applying as yourself requires a My Number Card (マイナンバーカード). You need the card and a smartphone with the Myna Portal app (マイナポータル) installed. Without the card you cannot complete registration as an individual applicant
- 🔴 Permanent residence (永住許可申請) cannot be filed online. It is not among the procedures the Immigration Services Agency lists as available online, so that one goes to the counter
- 🔴 The fee cannot be paid electronically. No credit card, no Pay-easy. After your application is approved you mail a payment form with a revenue stamp (収入印紙) attached, by registered mail. Online does not mean you never leave the house
- Registration itself is quick — if nothing is wrong with your application to use the system, the confirmation e-mail arrives within a few minutes. That assumes the My Number Card part is already sorted
1. Who can use it
The system splits users into categories, and the procedures available differ by category.

2. What to have ready (individual applicants)
- A My Number Card
- A smartphone with the Myna Portal app installed, used to read the card
- An e-mail address
When the card is read, your name, sex and date of birth are filled in automatically in most cases. That saves typing — but without the card you cannot apply to use the system as an individual at all.
3. What you can and cannot file online

⚠️ The table above lists the main ones. Because each user category has its own set of available procedures, check the official list (section 5) for what you specifically can file.
4. Registering as a user
- On the system's top page choose new registration and read the terms of use
- Register your e-mail address; a URL for the input screen is e-mailed to you
- ⏳ That URL is valid for 24 hours from when it was sent. Miss the window and you start over
- Select your user category (individual applicant, etc.), fill in the required fields and set a password
- Confirm and register; an e-mail arrives with your user ID
- Complete the application to use the system (利用申出), the identity check that uses your My Number Card and the Myna Portal app. If nothing is wrong, the confirmation e-mail arrives within a few minutes
For individual applicants, the user ID is valid until the electronic certificate on your My Number Card expires. That certificate has its own renewal deadline — do not let it lapse and forget about it.
5. Where people get stuck
- 🔴 You cannot file on the last day of your period of stay. Do not aim for the deadline itself
- Attachments are capped at 25MB in total and 20 files
- You choose whether the residence card comes by post or is collected at the counter — except that postal delivery is unavailable if you file for re-entry permission at the same time
- A Certificate of Eligibility can be sent by e-mail or by post, your choice
- The fee comes after approval. You send the payment form with the required revenue stamp attached, together with a self-addressed envelope, by registered mail (簡易書留)
6. The system was replaced on 5 January 2026
The updated system has been running since 09:00 on 5 January 2026, addressing what users asked for most:
- Larger attachment capacity
- Multiple files can be attached
- Drafts can be saved partway through filling in an application
- User IDs for organisation staff now last three years instead of one
⚠️ Applications filed before December 2025 no longer appear in the application list. If you want a record of them, print the screen or save it some other way.
